Ethernet Connected but "No Internet" and "Unidentified Network" Tried many many things!

My grandpa said he uninstalled Kaspersky and his internet stopped working. Idk if that actually has anything to do with it but he says that is when it stopped working. So i made sure it was set to auto detect IP and DNS and reinstalled all drivers but nothing. I tried ipconfig /renew and i get an error saying it couldn't contact dhcp server. I went into device manager and it said the service was started. I stopped and started it anyways and tried /renew again but got the same error.
He was running Vista so i backed up all his important data like pictures and documents and completely formatted the HDD and installed Windows 7, i figured any weird settings that could have been changed would be gone and a fresh install would work but it didn't, I still shows Access type No internet access, Connections: Ethernet.

For the record, all other computers work on both my and my grandfathers network, its just this Desktop that won't. I've tried different cables, different networks, etc.

I've searched and read dozens and dozens of threads here that sound like they have my same problem but none of the solutions have worked.
