Use XBox ONE to format 6TB WD My Book to FAT32 ? OR do I need a utility to format My Book to FAT32

I was stunned to find that there's no easy way to convert a WD My Book to FAT32---which is needed to back up NVR files.
I've read that an Xbox ONE can do this very easily.
Is this true?
If not, are there any utilities available for Windows 8.1 to do the job?
This is the one time that I wish I had access to a MAC, as the process with MACs is 5 minutes or less on a MAC, according to WD Support.
(Who will not suggest any utilities for FAT32 formatting--and their Acronis WD Edition for internal drives will not do the job with external drives.)

It's a brand new, unused My Book.
Sorry to be so ignorant but do you mean that Windows 8.1 built in Disk Management?
WD indicates that that is only capable of formatting to exFAT .

WD Support told me that it wasn't possible to format to FAT32 with a Windows PC after Vista but that it's a breeze with a MAC.
Dahua (the NVR mfgr) made no mention of FAT32 limits---only that FAT32 was the format needed.
Any idea whether a Dahua NVR will be capable of using the 3 partitions ?
If you don't know, then I'll contact Dahua again.

oh, sorry I forget Disk Management can only format a partition less than 32GB or 64GB (I also forget that). really no idea whether a Dahua NVR will be capable of using the 3 partitions.
