Windows 8.1 Ethernet Limited Connectivity

For a week now my ethernet has been stuck on limited connection. It used to work perfectly ever since it just randomly stopped working. The wifi works just not the Ethernet, but the wifi is too slow for my laptop. I have a realtek PCIe GBE Family Controller. I have made sure all my drivers are up to date and have tried uninstalling and restarting the laptop. I have no idea what to do and I havent found a solution online, someone please help.

a few things can be done to trouble shoot this... but first, please provide the details of this laptop? The issue can be better addressed through hardware identification.

Possible solutions would be:
Force assign an IP address
Disable and enable the connection
delete any entries for static IP and MAC spoofing
ipconfig /release - then - ipconfig /renew
maybe.... ipconfig /flushdns
inspect ethernet cable
inspect RJ45 termination for debris in pins (maybe a film from fluid is on it?)
pet it counter clockwise for 1 minute whispering gently to it (works best with Dell products)
