Help choosing RAM (16gb 3200MHz CL16 vs 16gb 2400MHz CL12)

As the question says I need to know which one is best fit for me and the main differences between these two options.

I mainly do gaming however I also do heavy video editing. Which would be the best these jobs?

I was also told that the lower the CL the better when it comes to video editing. However There's a huge decrease in the speed.

What CPU? Sweetspot for Z170/X is is 3000-3200 with CL14 like the Ripjaws V or Trident Z. If you were to run them at 2400 it would prob run about 2400/10/11. DRAM performance is a combination of high data rate paired with low CL and the higher data rate trumps a comparative lower CL
