[HELP NEEDED] Upgrading Gaming PC

Below is my current system :
CPU : AMD A8 6700
CPU COOLER : Deepcool ICEEDGE 200T
Motherboard : MSI A88XM-E35 (FM2+)
RAM : Kingston HyperX Fury Blue 1600Mhz
GPU : Sapphire Radeon Dual-X R9 380 2Gb DDR5
Hard Drive : WD 1TB Caviar Blue
PSU : Aerocool Strike-X 500W 80+ Bronze
Case : Aerocool GT Gaming Black

(Before I get any hate saying for having an APU w/ a discreet GPU. I built this initially as a $300 budget PC 2 years ago and bought the r9 380 a year ago since I wasn't satisfied by the onboard graphics of the APU)

My budget for the upgrade : $200-250

I mostly play casual games like LoL, Dirty Bomb and Overwatch so I didn't need a better system than what I currently have. However I wanted to start playing AAA games on high-ultra settings like Skyrim (Special Edition w/ mods), Battlefield 1, Far Cry, etc. and I have the budget to upgrade my current rig but I don't know where to start. Also I live in the Philippines so online stores like Amazon or Newegg is not a good option since I have to pay a lot for shipping.

I've researched a bunch and also tried overclocking my GPU to get better FPS (Only got around +5 Average FPS with a stable 1100 GPU core OC). Here are my options so far :

A. Upgrade to an Intel CPU + Motherboard since I have no more need for an APU
- I wanted to get a Skylake i5 6500 w/ a decent 1151 motherboard but by doing so I would also have to buy DDR4 RAM since my current one is DDR3
- I also have an option to get a Haswell CPU w/ an 1150 board so I can still use my DDR3 RAM and use the extra money for another 8GB 1600 RAM (which I'm not sure would even help)
- I can also get an older (2nd or 3rd gen) i7 for around the same price as a newer i5 but I'm not sure if that's a good decision

B. Upgrade my GPU or Crossfire
- I can spend my budget just for a better GPU (like a GTX 960 or RX 470/480) but I'm not sure if my AMD APU will bottleneck it
- I can also look for the same GPU and just crossfire it but I'm not sure if that would be better since I only have a 2gb version of the r9 380

C, Just get better components for the current righ
- Buy an AiO water cooler for the CPU. Get a better case with good airflow. Add an SSD for the OS and some games. Get better case fans for

The i3 would be a good upgrade for you, but I do not recommend you get a Skylake DDR3 board. They are meant for DDR3L RAM, not the regular 1.5v variety.

There are only 2 5th gen cpus are they both are very expensive. I stick to my 4th gen i5 recommendation + psu.

Thanks! Would you recommend an i3 6100 w/ a z170 board (for upgradability to an i7 in the future but not sure if a dual core with hyper-threading is better than my quad core a8 7600) or an i5 6500 w/ a cheap board?

If I get a 4th or 5th gen should I get another 8gb 1600 RAM or use the extra money to upgrade my PSU?

Thanks! I was confused and thought the Haswell refresh was 5th gen sorry about that. Would you recommend getting the cheaper 4460 or spend extra on a 4690? And do you have any recommendations on a good board which would fit the budget?

Here is the difference in price (may get $5-10 lower due to holiday sales)
4460 - $170
4590 - $195
4690 - $210

So I was thinking if I get a 4460 I can use the $25-40 to get either a good CPU cooler or a better motherboard (or possibly another 8gb 1600 RAM)

For board options I have these two :
- ASRock H97M Anniversary
- MSI B85-G43 Gaming
Both of which is around $80-90 here

I already have a Deepcool ICEEDGE 200T that I am using with my a8 7600 and after checking it should be compatible with 1150 motherboards and I think that would be better than the stock fan (I live in a tropical country and have no air conditioning in my room which is why I would love to get just an AiO water cooler)
