I have had this problem for over a year now and have only been able to recently play without lag on games like Titanfall 2 and Doom. Just to play CSGO I had to run at 600p. Vsync sort of fixes it but adds latency so that's not really the solution I'm looking for. Battlefield 1 on low settings I get ~60fps but feels like 30 or lower. Titanfall 2 on the other hand runs at max settings between 50 and 75 fps easily.

Install old nvidia drivers
Set max-prerendered frames to 1
set display mode to single display performance
power mode to maximum performance
overclock monitor to make 75fps feel like 60fps
mess around with xmp profiles and RAM overclocking
overclock and underclock GPU
running games in lower resolutions helps a little bit (duh)
upgrading gpu (originally had a gtx 960, upgraded to gtx 970, still have same problem)
