Hi, im planning big upgrate to my rig, I'm in doubt about RX 470 Powercolor Red Devil and GTX 1050 Ti.

ASUS nVidia GeForce GTX 1050 Ti 4GB EXPEDITION GDDR5 128bit - EX-GTX1050TI-4G cost 215$ and

AMD Radeon RX470 Powercolor 4GB DDR5, Red Devil /AXRX 470 4GBD5-3DH/OC/256bit cost 223$

What is better in gamming and does it worth to pay extra dollars for this.

PS: This is cheapest in my country, im not able to order it online, here the hardware is astronomical expensive!!

With an active adapter, none of the newer cards nvidia or AMD have analog support. So you need a special adapter that will convert digital to analog, they are usually called active adapters. You may want to look into upgrading your monitor if you still have to use VGA.
