Ok, so here's the whole story:
A few years ago, I got a decent pre-built computer, but a short while ago I got all new components, and gutted the pre-built, put it in a new case, and built the new computer from the ground up in the pre-built's old case. The newly built one worked totally fine, however I could not get the pre-built working again (The only thing it was missing was a hard drive, but I simply wanted to check if it still worked by going into BIOS). However, the computer (This is the pre-built put into a new case) would turn on, lights, fans, everything working seemingly properly, but it would give no video output from the video card, OR the onboard graphics.
Since it failed to give any video output, I have done a variety of tests. I have tried a different stick of RAM, same issue. I tried with a whole different video card, same issue. I took both tested video cards in and out, same issue. And a few hours ago, I rebuilt the whole damn thing in a new case, with a new motherboard. Same issue.
No matter what I seem to try, the computer boots up, everything turns on, and the computer simply gives no video output. It just says "no signal" on the monitor. (And I know for a fact both the monitor and cable work)

Here are the basic specs:
Case: DIY PC F2 (2 different cases, same kind, different color)
Motherboard: GIGABYTE GA-78LMT-USB3 (rev. 6.0) AM3+ AMD 760G + SB710 USB 3.0 HDMI Micro ATX AMD Motherboard (I've used 2 of these, same kind, I got the second one new to test with, still the same problem)
RAM: An 8GB Stick and a 2GB Stick (2GB was purchased specifically for testing)
Video Card: A GTX 750ti and an AMD R7 240
Processor: AMD FX-6300 (Only 1 to test with)
PSU: Some generic 400w that came with the prebuilt. (Seems to power everything fine.)
HDD: No HDD, but should still see BIOS

Just as one last measure, I'll list all the steps I took rebuilding it in case I missed something:
I put the processor onto the mobo, connected the heatsink and fan. Screwed the mobo into the case. Inserted RAM. Inserted Video Card. Connected all case Pins to the motherboard. Inserted the PSU. Connected the PSU to the motherboard, CPU, and case fans, but not the video card (both cards I test with draw straight from the mobo). Closed the case. Connected the PSU to power, and connected an HDMI from the video card to the monitor. Powered on the computer. All fans and lights powered on, all triggered by external case power button. No video output. Switched the hdmi from the GPU to the mobo. Still no video output. Switched out video card and tried again. Same problem.
Going to test with other stick of RAM shortly, but this was already done on the other motherboard.
This was all with a new motherboard and case. The original still had the exact same problems.
