PC doesn't start after upgrade

Hi, I bought a used i7 4770 to replace my current i5 4460. My mainboard is a AsRock B85M Pro3. So I replaced the CPU, applied thermalpaste and all, and when I start my PC with the i7 installed, the pc turns on, turns off after like 1 second and then turns back on again and I get no signal and it seems that USB ports arent working aswell. Installing my old CPU works and the PC starts as usual. I tried clearing CMOS and updating my BIOS, but still nothing. I also tried switching RAM slots. I'm really out of ideas now. Is it broken? :(
 
Solution
It could be some water damage or from thermal paste.If you cant return it try to use dry tissue that is soft and clean that.

Not sure if this is enough, will take another picture later if needed. I actually broke the CPU pins on my motherboard so I got to buy a new one or might try to bend them. God damnit.

Alright, thanks! Hopefully I can fix them. Another question: Will the pc even boot when the CPU is broken? Because as I said, it does boot, only no signal/no usb

Okay so my new mainboard arrived today. I installed the i7 and guess what, same shit. No signal, no usb and this time the mainboard has lights aswell (h81 gamer) and the lights dont light up when the i7 is installed, only the Standby light. Pretty weird, huh? My i5 still works and the lights light up. Any ideas?
