Driver Version: 347.88 (Up-to-date)
Operating system Microsoft Windows 7 Home Premium

For reference, my PC runs "Team Fortress 2" at a framerate of ~25-30 on a 70-71 latency server.

My Question is why can't I play other games at this fps like "Dino D-Day" at 15-17 with skipping/freezing on a 67 latency server.

Just to update this for anyone coming here via Google, OpenHardwareMonitor confirmed there wasn't a problem with heat (computers often underclock the CPU to reduce the heat, a side effect of which is reduced performance).

Via PM, we established svchost.exe was using a large amount of system resources, Resource Monitor then indicating PlugPlay (the Windows Plug and Play process) was hogging CPU time. This is commonly a result of a faulty device or driver, and looking at Device Manager revealed that there was a device with an outdated driver (noted by a yellow hazard triangle next to the device). The dev_id and ven_id (http://pcidatabase.com) translated to the AMD chipset driver, which was updated via the AMD website to the latest...

If you could run OpenHardwareMonitor with logging enabled whilst you game, it would be interesting to see what components are being used the most. The GTX 650 should be able to handle TF2 at 60-odd FPS, 8GB RAM is plenty and the Athlon shouldn't be slowing anything down, so I'm suspicious of things like temperatures and resource hogging programs in the background

Just to update this for anyone coming here via Google, OpenHardwareMonitor confirmed there wasn't a problem with heat (computers often underclock the CPU to reduce the heat, a side effect of which is reduced performance).

Via PM, we established svchost.exe was using a large amount of system resources, Resource Monitor then indicating PlugPlay (the Windows Plug and Play process) was hogging CPU time. This is commonly a result of a faulty device or driver, and looking at Device Manager revealed that there was a device with an outdated driver (noted by a yellow hazard triangle next to the device). The dev_id and ven_id (http://pcidatabase.com) translated to the AMD chipset driver, which was updated via the AMD website to the latest version. PlugPlay is now back to nearly no CPU usage and games ran - and hopefully continue to run - smoothly :)
