***Budget PC pls help***

OK I have a real problem. I'm building a gaming PC with the budget of ~$400.

I was originally going for an i3 1600 with a mobo bundle at microcenter, 8gb ram and a red dragon RX 480 for pretty cheap on newegg. With the possibility of future CPU upgrade.

I read heavily mixed reviews on this combination and some say it is better to get an i5 6500 and upgrade the gpu later because of the i3 bottleneck as well as difficulty in upgrading a CPU.

If I bundle the i5 with the same mobo, adding all the other parts, I barely have any money for a GPU.

Should I get a cheap GPU? Should I go the i3 route? Should go a while without a GPU? I will mainly play games like lol, cs go, maybe overwatch, nothing crazy like far cry. Please suggest your ideas. Thanks.
