New computer, extremely high CPU temp

Hi, I just bought this exact computer:

For some reason, when the computer boots, I run a program or play a game, the CPU temp is 90-100 degrees Celsius. I've even gotten an error when booting up the computer saying max CPU temp has been reached and it asks me to change BIOS settings.

Is there any way to fix this or figure out if the CPU is actually running hot and not just a hardware error? Is my hardware compatible with Windows 10? I talked to a NewEgg customer rep and they said it'll take about a month for send me a replacement so if possibly I'd like to figure out if I can fix the issue.

My CPU usage is 10-15% right now and temp is 85-90 degrees Celsius.

That's way too hot.
Looks like the cpu cooler is mounted wrong or without thermal paste.
Did you buy the pc like this, or did you build it yourself?
You can remount the cooler yourself, but it may void your warranty.

If you bought the PC from Newegg I recommend you send it back and tell them to fix It. They should be obligated to.
