New Pc performing worse than old one

Hello, I recently built a new pc with some pretty up to date parts but I've come to see that sometimes it really slow and laggy and when I play games I get freezes and fps drops while my old pc wouldn't have any issues with some of the easier to run games than this one does.

I'm not really sure what the problem might be since my computer says my gpu drivers are all up to date (while can you run it says they are 24190 months out of date, i honestly don't know who to believe)

Maybe it's my ram? I only have 8 gbs which was the same as last one but I've come to notice windows 10 consumes ram a lot harder than windows 7 and is usally at 80% cpu capacity for having next to nothing open.

My current specs are
gtx 1060
i7 6700k
z170a m3 mobo
8 gb ddr4 crucial
evga 600b1 psu

Is there a bottle neck in some of these parts or is it maybe my drivers are somehow out of date? Or maybe I just need to get more ram because for some reason windows 10 consumes about 60% of it just by being turned on.

Well, first off make sure your monitor is actually connected to the GTX 1060, and not the motherboard, if it's connected to the motherboard, you're using the integrated graphics which would be the cause of the problem.

Secondly, you might want to check your CPU and GPU temperatures and make sure they aren't too high like 90+ celsius, as that's the point where they start to throttle to protect themselves from damage, leading to poor performance.

Solution
You said your CPU is used 80% with nothing running?
Can you take a closer look where these 80% are coming from?

From thermal throtteling over windows being-a-di**-because-of-misconfiguration to malware/virus infection anything is in the realm of possibilities.

Also note that modern versions of Windows use alot of RAM to cache frequently used data.
This is not an issue, since these stuff will be discarded as soon as you actually "need" the memory. But when you open a program that is included into these often used files, it starts quicker, since it already is in RAM and doesn't need to be loaded from your HDD/SSD.
