For some reason, I switched my RAM back bc the DDR2 wasn't compatible with the XPS 400 by Dell. Tried reseating the RAM many times, but it still did not work. I am sure I have it legitamtely in the straight line of the hole of where my RAM is supposed to go. I'm supposing that this is a Memory/Motherboard related problem because some of the other post suggested that it might indicate Motherboard failure. I've tried and tried, but none were helpful to me!

since you hear the beep, it might be either the memory stick or the slot, that is causing the problem, you might even have burned out the ram by placing it uncorrectly ! you could try the same ram in another motherboard and see if it works, or try a new one that is working, or if you have multiple ram sticks, you could try inserting one by one , you could be more specific with details, like How many rams do you have ?
