Does my computer has a virus that corrupts system files?

I recently built my computer and installed windows 7 multiples times. I tried installing the applications like Photoshop 2017 , MS Office 2016 and other important softwares but some of them is getting this "api-ms-win-crt-runtime-l1-1-0.dll missing" error and "the procedure entry point could not be located ucrtbase.terminate could not be located in the dynamic link library" error and "the application was unable to start correctly (0xc00007b)" I thought it was just happening because I haven't installed any updates yet. So i tried updating the OS, it only fixed the "0xc00007b" error tho. I searched for solutions for these issue and found out a fix that requires update of the os(which i've done already) and installing vc_redist.x64.exe. I've tried that but I kept getting this "Error 0x80240017: Failed to execute MSU package.". I've tried further research to find solutions and found a thread that says I should using "System FIle Checker" so I did. But everytime run "sfc /scannow" command on Command Prompt, the log file always indicates that my pc has multiple corrupted system files that cannot be fixed by System Files Checker. I tried putting the same installer on a bootable drive because I thought that CD installer that I used to install WIn7 2 times may contain corrupted files but the same thing happens. I tried installing pending updates but It didn't fix the corrupted files and probably corrupted more of the system files. I don't really have problems with the system files as long as they don't interrupt me but they are. What can I do to prevent this from happening? If my pc has a virus can a clean drive format repair it? What should I do?
