Is the 2400 - 3200 Mhz RAM overclocked?

Do i have to buy unlocked Mobo to use ddr4 ram which has Mhz more than 2133 i.e. (2400 - 3200) or does the RAM itself an Overclocked version or can we make it?

1. Can i use i5 6500 with z170 pro gaming and use between 2400 - 3200 Mhz RAM?
2. Can i use my gtx 960 on PCI-e x20 of Z170 Pro gaming?

1. Yes you have to buy the Z MB for oc the RAM, just boot into the BIOS, set up the intel XMP in the memory section, check the manual for detail.
2) Yes, you can use the gtx960 on that pcie16x2.0, but why not use the pcie16x3.0.
