Do more resolution needs more RAM

I am playing Skyrim special edition at 768p resolution. I have only 4 GB ram. During playing Skyrim SE only 74 - 80% ram is used. But in the requirements published by Bethesda, 8 GB ram was minimum. So I was wondering, do 20 - 25% of 4 GB ram remain unused during playing Skyrim SE due to low resolution? Will it use more ram (and thus improve FPS) if I upgrade ram to 8 GB?

We are talking about the special edition here. I assume Bethesda worked on the memory limitations of the "old" version. (Crashes beyond 3 GB usage by the game. There is actually a 3rd party patch that helps, but doesn't resolve all issues with it.)

Currently the mod selection for the special edition is pretty limited. (But I have nearly 150 mods on the old one aswell)
Also Windows tends to keep some of the memory unused (which actually is around that 74-80% usage) and starts complaining when you are close to maxing it out. Then there is the memory usage of other programs (in this case definately atleast Steam) and the OS itself.

8 GB is just the next logical step after 4 GB, that might be the reason why they chose that as minimum...

In short: I surely won't hurt. It might resolve some stuttering (when Windows is paging) and would give a more rounded experience. Without that limiting factor even something like a Core 2 Quad can run modern games pretty well.
