Help with installing a new graphics card.

Hi guys! Long time lurker, first time poster. Just looking for some help from all you gurus. So basically I was trying to breathe a little more life into my old HP Pavilion HPE H8 1017c desktop by installing a new graphics card and power supply. I went really budget since this is an old machine and only want it to last a bit longer to play some decent games before getting a new rig. When I installed the new card and power supply, the PC turns on, fans spin, everything normal except for the graphics card. It spins for a second and stops and I get no display. From the tons of trouble shoots and similar problem articles I've read, nothing seems to work. What I've done so far: Reset the bios by removing the CMOS battery, no dice. Cleaned out the pc with a paintbrush removing any dust particles that were lingering around. Checked the HP site for similar issues but the only relevant article was for Windows 8.1/10 and changing some things around in the BIOS. Win 7 didn't have the same options so I wasn't able to try that.

Core Radeon R7 240A 4GB DDR3

Did you update the drivers for the graphics card too? You may have, but didn't mention it so figured I would ask. you may also need to possibly update the BIOS for your motherboard depending upon comparative release dates...
