Overwatch doesnt run smoothly

Overwatch runs at 30-20 FPS and i have seen computers with lower end graphics cards run smoothly. I Have a GTX 950 2GB, ASRock H81M-HDS R2.0 Motherboard, Shaw EVO 775Max PSU, 8gb Ram and turn all graphics settings to low. Please Help!

also make sure it is not over 50% render scale ( 1080p)

pretty sure that is not an overclocking motherboard, so that is not an option

you need something like an i3 4170 or better

make sure the motherboard bios is up to date before swapping cpu's
