Pc wont power peripherals or monitor after upgrade

Hello, I recently upgraded my gpu in my computer, but after switching out the graphics cards, my computer would refuse to show anything on screen or power mouse, keyboard etc, I have tried changing the gpu back to the original with no luck, I've tried powering with only 1 stick of ram, no hdd, no dvd drive, no gpu, no fans but to no success and I am stuck with what to do next, what should I do?

1. No I did not

2. My psu is more than capable yes.

Motherboard: Gigabyte GA-78LMT-USB3
RAM: 2X4GB HyperX
CPU: FX-8350
GPU: Old (Sapphire R7 260x 2GB) New: Sapphire platinum RX 470 4GB
HDD: Western Digital Caviar Blue 1TB
PSU: Corsair VS550W

Ok. Try disconnecting your HDD - to avoid driver conflicts in Windows and clearing the CMOS (removing the battery for 10mins and then putting it back in).

Can you boot into BIOS? If so, reboot & attached your HDD. Boot into safe mode & remove your GPU drivers.
