i want to play old and current games at 60+fps im also going to upgrade to a 1080p monitor sometime next year build specs:

Unlikely you will get a card cheaper than the rx 480 and gtx 1060 that has the same performance. You have many options to get a cheaper card with lower performance, the $100 and $150 price points are as valid as the $200-300 price point, they just have lower performance.

What is your current video card and CPU ? I have an i5 4590 and love it, however an i3 can handle most games. The 16GB is nice, but 4GB handles most games and 8GB handles all of them. You may be able to get the 1080p monitor and video card now and defer your other purchases.

Got it. You are using the video from your motherboard which is based on the g41 express chipset. Your current CPU is an e3400.

This is your CPU. http://ark.intel.com/products/42772/Intel-Celeron-Processor-E3400-1M-Cache-2_60-GHz-800-MHz-FSB. It fits in a socket LGA775. You cannot currently have a "motherboard: gigabyte ga h97m d3h" because that is not a socket 775 MB. So the MB must also be part of a future purchase.

Suggestions:
1. Build/buy a new PC rather than upgrading this one. If you post a new thread saying "build me a PC for $400" (or whatever price point you want) and people will be happy to propose builds. Note you will likely need a new copy of windows.
2. IF you are going to wait a few months before upgrading then get a video card for your current PC. It will make a huge difference.
Steps:
A. Verify that you have an x16 PCI express slot on your PC. You need one to add a card.
B. Verify CASE size. Some cases take 1/2 height cards, other cases take full size cards. If you post a full model number people can help you with this.
C: verify power supply output. There is a sticker on the power supply that tells you the output. Adding a video card increases the wattage used by a PC. Switching power supplies adds another $50 cost, so avoid it. You'll get a new power supply with your new PC.
D: post a price range. A $50 to $100 video card will make a huge difference in the games you can play vs. the "Intel® Graphics MediaAccelerator X4500 (Intel® GMA X4500) " in the g41 chipset.

At a guess, you can make a $50 Radeon R7 240 or a $100 GTX 1050 work in this pc, but go through the steps above to make sure and see what size card to buy.

That celeron cpu you have is not going to play current games and it will likely have a lot of trouble with older games. That was a low end cpu in 2010 when it was released, by today's standards its very weak. It would not be worth it to pair that cpu with something like an RX 480, there would be a large cpu bottleneck.

OP, what are you looking for? The first response in this thread pointed out that an actual RX 480 can be had for less than your 'cheap alternative'. I would just get that.

There isn't some magical card out there that costs meaningfully less than a GTX 1060/RX 480 but still performs as well. Except maybe if you're willing to get a used card. If you want something cheaper, post your GPU budget, and people can recommend best option in your price range.
