ONLY Half of my cores Overclock!

MY PC SPECS:
GTX 750 TI
A10-7850k
16GB RAM 1866hmz
700W Power Supply
A88XM-A Motherboard
1 TB Hard Drive
SSDD 128GB HyperX Fury

My cpu has a H55 liquid cooler.
Basicly when I overclock my cpu only half of my cores actually overclock.
My 2 cores are at 4.4ghz and my other ones are at 1.7ghz under load or not.
Weird thing is when i go into AMD overdrive and up my voltage to even 1 more it automatically fixes it.
Things I have tried:
*More voltage (Max=1.4v)
*Disable C6
*Disable Turbo Cores
*Disable AMP

Please suggestions? Any help is appreciated!

AMD Cool&Quite Disabling Cores MY PC SPECS CPU: a10-7850k Liquid Cooler H55 GPU: 750TI RAM 16GB PSU:750W After Overclocking my CPU to 4.4GHZ and disabling C&Q I had encountered an error. 2 of my 4 cores were running at 4.4GHZ and the other two are running at 1.7GHZ Under Load or not. I have tried adding more voltage and nothing only thing that fixes it is enabling C&Q BUT that gives me instability in my overclock and makes my PC Crash
