What should I upgrade, my Motherboard & CPU or GPU?

I really need some advice, I am unsure on what to upgrade next. My problem is that I heavily mod games like Skyrim & Fallout 4 etc, and I am hitting the VRAM limit on my GTX 970 (3.5GB), my game has crashed twice due to this. But would getting a new CPU help or would a new GPU be the way to go?

I also love to play other games at Ultra-High settings at 1080p. I can afford a GTX 1070 and would love to get an i7 6700, but i can only get one or the other.

Here are my system specs:

Intel i7 2600 (non k) @ 3.4GHZ
GTX 970 4GB Asus Strix
Crucial Ballistix Tactical Memory 16GB @1333hz (I think)
Asus P8H61 - MX R2.0 Motherboard

A new GPU would probably help more, just get something quality so that when you finally replace your cpu/mobo that you're not discontent with your video card. If you're only playing at 1080p 60Hz, then a 1070 is going to be pretty overkill in most games, but it's better to have more power than not so it's not a bad decision. If it's only a VRAM issue and you want to save some money, I'd try to find an r9 390 or 390x locally that's been taken care of for ~$200 and sell your gtx 970 for $170 or so.

I would like to stick with Nvidia to be honest, i just thought of the 1070 as i would like to 4k in the future. Such a tough decision, maybe I'll see what more people say. Thanks for your guys opinions though.
