I think it has to do with the BIOS settings. Is your GPU using its own VRAM?
If yes, you may have a bad stick try using only the new one to determine if the stick is ok. If the stick is ok, try to test one stick in slot 1 and slot 2 to determine whether you have a bad slot or not. If all slots work, then you might have to change ram settings in system BIOS. If nothing works, I am afraid that you will have to RMA the board.
Also, note that two exact same sticks (same brand, timings,capacity,etc.) are not guaranteed to work together. I've done this twice before and worked both times. But they are not tested to work together, so that might be the problem too...
