Both sticks are from a single package,

MSI
System Model: MS-7641
BIOS: Default System BIOS
Processor: AMD FX(tm)-6350 Six-Core Processor (6 CPUs), ~3.9GHz
Memory: 16384MB RAM
Available OS Memory: 8192MB RAM
Page File: 3520MB used, 12859MB available
Windows Dir: D:\Windows
DirectX Version: DirectX 11

G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL10D-16GBXL

MSi MS-7641
manual located: https://us.msi.com/Motherboard/support/760GMA-P34-FX.html#down-manual
on page 14 states :
Memory
DDR 3 1066/ 1333/ 1600(OC)/ 1866(OC) SDR AM (total 16GB Max)
2 DDR 3 DI MMs (240pin / 1.5V), support Dual-Channel mode

I am no expert but I was under the impression for Overclocked memory to run properly with AMD it was only with a specific type of CPU

Solution
did you try both sticks one at a time? to make sure you don't have a bad stick
is your cpu overclocked? overclocking can cause timing issues if ram is changed where you have to redo your overclock from start.
have you tried to manually select 1600mhz in your bios? because it uses xmp profiles you might have to manual set settings in the bios. but if you set it to 1333mhz it should work as that is supported by the ram and your motherboard as a non oc profile
