Fallout 4 - Poor Performance

Forgive me if I'm incorrect, but with my specs I should be running Fallout 4 on at least high. But I started it up with Ultra settings and was getting ~20fps just in the opening scenes. So I turned everything down a little and found that it was still incredibly low. Finally, I put all settings to their very lowest, including off if that was an option, and I'm still only seeing ~40-50fps in the opening scene. Am I missing something here? Is the game just poorly optimised for PC? Thanks.

My brother has the exact same GPU and CPU, same amount of RAM, and he is running it maxed out (not sure about the exact FPS).
Before myself and him bought our copies, we tried out a pirated version, and boy was it choppy as hell...

Thanks for the reply, but I've fixed it now. Turns out it was using the on-board graphics instead of my GPU, so I just disabled the on-board graphics from the BIOS.

Well, I thought I'd fixed it... but now it's back to how it was. The on-board graphics hasn't been turned back on or anything, it's just started running slow again.

make sure the game is on the newest patch and you gpu has the newest driver.

if the game is torrented/ripped/cracked, the chance that its running stable is pretty low. except its fully updated, thus optimized.
if the game is original and up to date and it stutters, the chance your gpu driver is not up to date, it needs a workaround or something in the background is causing the problem.
and one more important question since its a game from bethesda. do you use mods?

so far from your information, your pc specs should be able to run it smoothly.

Game's up to date, drivers are up to date. Game's legit, so that's all cool. Can't find anything running in the background that could be causing a problem. Any suggestions about what to check for?

I am running mods, but no graphics mods etc., only the patch and a couple of immersion mods. But this was an issue before I even touched any mods.

Backup your saves and disable the mods for the time being. You could try uninstalling display drivers with DDU (display driver uninstaller) from safe mode and the clean install drivers after rebooting. I have personally not seen major fps drops with any of the drivers since release (not saying there hasn't been crashes but frames have been good). You should be easily seeing 60 fps at max settings with that hardware (like skyrim this game cannot handle above that without issues). Which operating system are you on?
