Can I overclock with this build?

I'm looking into building a budget PC that can overclock, but I honestly don't understand exactly what parts I need for it seeing I've never done it before.

I know that the CPU is unlocked and therefore meant to be overclocked, but what about the motherboard I have chosen? Is the chosen CPU cooler sufficient for overclocking to past 4.0Ghz?

Also, is there anyway I can cheapen this build, as I'm trying to get the best value out of it as possible.

I'm not entirely sure about the low profile fan, I upgraded your PSU to a much better one and changed cooler/case so that you had a better cooler in a case that fit it.

As far as parts go, I would have budgeted in an SSD for booting fast personally, getting a non-ASRock board (that's more of a personal lack of confidence in the company though) and I would have gotten a better video card (6 GB) however that would add up to some $75 more so not bad.
