Paperclip trick works, but PSU fan doesn't start when plugging in mobo

My PSU fan starts when i do the paperclip trick, but when i plug the 24-pin connector into the mobo the PSU fan doesn't spin.

A few weeks ago my friend gave me his old computer. He gave it to me because he had shorted the mobo and decided to get an entirely new computer with the latest tech. He gave me the whole computer, except for the GPU, which he sold, and the harddrive that he kept. So me and my friend bought a new mobo, GPU and harddrive. We took the whole computer apart, and assembled it again with the new parts. However, when we flicked the power switch on the PSU the "standby power" light on the case flashed but no fans started spinning, the computer didn't boot and we got no POST. So we checked a troubleshooting list and figured out that the GPU and RAM wasn't fully inserted into their slots. we tried turning on the power switch again but with the same result as the last time. So we went through the whole list and none of it helped. A week later (after some research) we decided to try the paperclip trick, and the PSU fan started spinning. So than we tried plugging it into the mobo out of the case, with no other wires connected, and the PSU fan didn't move. So we went to the place where we bought the mobo and had them check for a DOA, so we could get a refund. However, a CPU pin was bent and they couldn't refund us, so we bought a new mobo of the same sort. Then we plugged the new mobo into the PSU (outside of the case, with no other cables connected), but the PSU fan still didn't spin. So we tried the paperclip trick again and the PSU fan worked.
