Hard drive detected in bios but not in disk management

I have a Toshiba 1.8 uSATA connect to 2.5 HD caddy. It is detected in bios but not anywhere else. I tried disk management and it is not showing up in there. Window not recognize it. I have USB docking and I tried with regular 2.5 hard drive and window recognized it. I thought the hard drive is bad but after I installed window runs test and the hard drive is fine. It is just won't show up in anywhere except in bios.

Not even in both which is really strange. At first I thought disk is bab but after installed and the laptop recognized in bios. I was able to installed window. After installed window (since it was formatted I thought it is good now). I docked it with USB docking connected to my desktop and still nothing show up. I replaces it that with regular blank 2.5, docked it and it read ok. At this point I am not sure what to do next.
