Getting an AMD FX - 8320 from 3.5 to at least 4.0ghz + bottlenecking?

Hi! I am completely new to overclocking, as I have never really done it before. I saw that the 8320 has a base of 3.5 but can get up to 4.0? How exactly would I go about doing this safely? I've heard around that my motherboard isn't very good with overclocking. Also, if i were to want to overclock my GPU, how would i go about that? Would it be worth it?

My specs are:
Mobo - Asus m5a97 le r2.0
Cooling - Cooler master hyper 212 EVO
Cpu - AMD FX-8320
Gpu - Gtx 960

I added my Gpu as well because i was curious how I would be able to tell what could be bottle necking what, if anything at all?

There would be no bottlenecking there I dont think especially at 4Ghz. Just keep going up in small increments of clocks only increasing voltage when necessary and you shouldn't find it too hard to get to 4Ghz. The motherboard will make it difficult

So there would be no way for me to improve it? I noticed some other people using this board and being able to overclock it, are there heat sinks i can put on it? or should I just look for another board?
