Fallout 3 Machine

I'm looking for an average priced build to strictly run a heavily modded fallout 3. I recently upgraded to a new skylake CPU which requires DDR4 RAM so fallout 3 can no longer be jury rigged to run on windows 10 for me (not even with the TTW loophole). I'm not too familiar with old hardware so any help from a veteran is appreciated.

Price range: Under $700
CPU: Intel dual core
GPU: Nvidia
Size: Micro-Full ATX... The smaller the better

FO3, and sometimes New Vegas, have problems running on Windows 10 because of their built-in Games for Windows Live plugins. GFWL has been abandoned on Windows 10 so the game is trying to launch OS code that is no longer there. Installing the game itself usually includes a GFWL client with it, but it's out of date. You can simply download the GFWL from MS and get an updated version. You don't need to log in to anything, the client itself needs to be updated.

You can also try to mod the game to remove the GFWL stuff. I have not tried this on my own, but it is supposed to work.

OS: Windows 10 home Ed.

I know Fo3 has trouble with running on more than 2 cores as well as with hyper threading. I've read every guide to run it on Windows 10 as well as installed various patches that are supposed to fix it, but cannot for the life of me get it to run. I tried running it through tale of two wastelands so it would be on a more stable engine, but no luck. It crashes as soon as the opening cut scene ends.

The funny thing is that it worked seamlessly on my previous computer that was running on an octa core AMD CPU with hyper threading and windows 10. I do believe that the upgrade to DDR4 is the problem seeing as how the only real difference between my last pc and this one is the upgrade to DDR4.

Any thoughts?
 
DDR4 would have no bearing on the game. The game does not care if it is DDR3 or DDR4. And there is a lot of differences between your old and new system. AMD and Intel do not always support the same instruction sets and they also are built differently. For example your "8" core AMD CPU was a 4 module, 8 thread CPU. It was using what was called CMT, think of it as a much more advanced version of SMT/Hyperthreading.

I played Fallout 3 on a Core 2 Q6600, i5 2500K and even on my i5 4670K I currently have without issues on 7 and 8.1. Did not try on Windows 10 yet because, well Fallout 4 is out and the newer engine allows for much better mods.

Let me ask you. With your AMD system what version of 10 was it and what version of 10 on your Intel system? Are all your drivers the current up to date drivers from Intel and NVidia?

I already used the GFWL disabler tool without any luck. Will definitely try to update GFWL and see if that works. Thanks

On my AMD system I had Windows 10 N (got it through my buddies company) and had to install the windows media feature pack to get older games and programs to run. My current OS on the Intel build is windows 10 Home (media features included). All drivers on both systems were/are kept up to date. Also, I tested to see if an older game that requires the feature pack to run would work and it did without fail. Could it be the stage 4 tumor that is the Windows 10 anniversary update? I built my computer the same week that that update came out and didn't test Fo3 on my AMD system with it.

Also, before anyone asks, I no longer have the AMD system so I cannot test anything on it.
