i5-6600k running at very low GHz suddenly

I'm playing Counter Strike on the side in windowed. Up until today I got around 300+ frames, cpu speed suddenly dropped to 0.74-0.77 today and everything has been performing badly every since.
Myself and my friends have tried searching around these forums and google but haven't found a solution, any insight would be great, thanks.
I'm happy to answer any and all questions.

Okay, so what you need to do is go into Task Manager. If you can't see a bunch of tabs at the top of the window, click "More Details" at the bottom. Go to the "Startup" tab. Disable everything there. This will keep those applications from starting up when logging into Windows. If you CPU is not down clocking, then uninstall one or more of those programs and see which one is causing the issue. Keep in mind, you should be able to Google each program and see whether or not there is a known...

Are you able to POST and boot into Windows? If so, what are your temps? Did you make any BIOS setting changes recently?

I have an Msi z170a g45 gaming motherboard that is out for warranty service because it was down clocking my 6700k to 800 MHz. The only way I was able to diagnose that it was the motherboard is because I had another z170 board to try my cpu in. In my case it was a bad thermal sensor. Sounds possibly similar?

I am able to boot and run fine, just everything is slower than usual. I haven't made any BIOS changes since I received the computer 11 months ago.
My temps on idle are
GPU: 40c
CPU: 20c
If you need the temps under load I can get them but I'm not sure if it matters since I have the issues even if I'm not playing any games or doing anything that would stress the cpu.

That sounds very similar to the problem I'm having, and I also have had frequent problems with inaccurate temperature readings.
If I can't find a solution soon I will definitely look into trying a replacement motherboard.

Download and open CPU-Z. If it says your clocks are that low, then more than likely you could have a sensor out like the other person did. Make sure your thermal paste is there and in good shape while making sure your CPU Cooler is seated properly before doing anything else.

Some updates, when I boot up in safe mode, my CPU runs perfectly fine. After noticing this I tried to reinstall windows, which didn't work...
I'm really desperate at the moment, I'm doubting it's a hardware issue since it works fine in safe mode.

If your CPU is still affected and you have disabled the software (before uninstalling anything), make sure to shutdown the PC and ensure that all components are properly seated into the motherboard.

I did try that before re-installing windows, it didn't help unfortunately.
All I have in that area is Windows Defender and Microsoft OneDrive, tried disabling those and it didn't help.
I'll edit this post when I figure out if everything is seated properly in the motherboard.
Edit: seems everything was in place perfectly fine, didn't help of course since I had nothing to fix.
I'm going into a shop tomorrow so I can replace some parts temporarily and figure out which is causing the problem.

okay... so it just started working, all of a sudden, for no reason whatsoever...
I had to cancel my meeting with the tech guy... I guess thanks for the help guys, I'm so confused.
