PC works in BIOS but then when booting just restarts and does not work

My problem is pretty strange i can't figure it out, the computer at first didn't even work at all, even in bios but after it was just left alone for one month and i tried to boot it up just for a test it actually went further and i went to windows xp loading screen which before it couldn't come close too. Before the computer even freezed in bios if i was there longer than 30seconds. After that if i restarted pc the monitor would just be black and not turning on. But if i left it alone for let's say 10minutes i could repeat the process. Now it can stay as long as i want in bios, it works just fine. But if i stay in bios for like 5 minutes and now want to boot os it's just not possible, my monitor will just turn it self off. Strange. Thats with the bios, but if i try let's say booting operating system first it will do it and everything will be functional i even opened web once :D and it worked. But it usally reboots after 20sec so now i just don't have the time to check if anything is working. But once it worked for 3 WHOLE MINUTES. That was shocking for me. I still don't have any clue whats the problem. And after reboot if i try to boot it up again it restarts at welcome or windows xp loading screen.
PSU is good i have tested pc with another pc's PSU.
RAM i'm pretty sure good because i do not get Bsod, i get them only when using intigrated graphics. ( i got 1x stick of RAM so i can't check.)
Capacitors should be good but i'm still thinking they are the problem, even after i have replaced ALL of them. Funny thing pc actaully couldn't save CMOS settings even with new battery but after i replaced all the capacitors this is one of the things that got fixed.
I'm really lost, please help i will really appreciate any help i get.

Yeah i believe that, and i have seen sometimes it flash sometimes bsod and i have tried record but sadly my phone didn't catch the error code. I have tried booting up Linux puppy distro from usb flashdrive but it failed as well by freezing. So i'm pretty sure it's not a system failure but some kind of hardware problem :/
