Power supply sparking when turned on, but voltages still normal?

Hi,

I'm currently building a pc for my brother and bought a PSU second-hand (my mistake, I know), a Corsair TX650W. It ran fine in testing but when I put everything in to the case, it sparked on startup, yet the pc still booted and ran fine and there was no smoke or smell at all. I turned it off and took the supply out and did the paperclip test where it sparked again upon turning the switch on, but still emitted no smoke or smell and ran normally with my multi-meter confirming that all the voltages where normal and within accepted parameters.

I've already ordered a new power supply, but I'm curious as to why the old one was still working and giving correct voltages despite multiple (3 or 4) startups that sparked. It's surely no longer safe to use right?
