That's a tough question to answer. AMD's CPU lineup is horribly outdated right now. The AM3+ FX CPUs are a bad buy at any budget because they're 4 years old, and socket FM2+ CPUs are also old and outdated (but less so) and have no upgrade paths.

Some thoughts:

~$50 - Used Athlon x4 750K or Intel Pentium G4400
The Athlon has twice as many cores but the Pentium's cores are twice as fast, making it an overall better CPU. The Athlon also draws twice as much power, and is on a socket that has literally no CPU upgrade options. However, in a few cases it does perform better than the Pentium in games that are not coded to run well on 2-thread CPUs. This is basically the only case an AMD CPU makes sense right now.

~$100 - Core i3 6100

The Core i3 generally beats even AMD's best CPUs in games, making the entire lineup obsolete. It does so at 1/2 to 1/3 the power, and is on a socket that will receive 2-3 years more support, whereas AMD's sockets received their last new CPUs years ago already.
