AMD HD 4600 series missing options.

Hello.

Gpu: AMD HD 4600 series.
Monitor: (22inch) SAMSUNG SyncMaster 2220LM.

So I missing scaling options in CCC Overscan/Underscan ,heres the picture: http://tinypic.com/r/r0b4td/9
I tryed alot of soulitons ,readed alot of posts about this ,and never found a souliton ,so if anyone can help ,please.
Also one thing to mention ,when I connected my new monitor to my gpu via DVI cable ,my PC started to install some "VGA driver for monitor" ,I don't know what is that.. If someone can explain and help ,would be nice. Thanks. Also sorry for my bad english.

I already did clean reinstall ,deleted them all ,reboot ,installed old ones ,reboot ,didn't work ,after that ,clean reinstall once again ,deleted all ,reboot ,installed new ones ,reboot ,didn't work ,there is no solution i didn't try already ,also upgraded my monitor drivers ,and everything ,but still there is no scaling "my flat panels" or anything like this ,option ,all I have is few useless options with "My VGA Displays" ,in which one I can't do nothing. So realy fu**** up.

So I just found out that my PC keeps reading my monitor as CRT monitor ,so I decided to reinstall winodws and the same problem is still here ,my PC keeps reading LCD monitor as CRT monitor ,and it doesn't support EDID at CCC ... Also my recommended resolution is 1680x1050 ,but I don't have it in my display settings or anywhere ,so its very very fuc*** up ,and also seems like no one have fix for this..

So I solved problem with resolution ,I changed it in CCC to 1680x1050 and 75Hz ,and seems like it worked ,for now it works fine ,also I got back 1680x1050 in display setting ,works fine tbh, but still mising scaling option in CCC ,heres the picture: http://tinypic.com/r/nb6qsl/9 as I know here in "My VGA Displays" should be 4th option to Enabble/Disable scaling ,and I'm missing that one.. Any advices would help me alot to get scaling option ,since I need it so badly ,thanks alot.
