Okay, so I've read through all the suggested answers on this site and some more that I found trying to solve this.

I've got an external 4tb hard drive, that a few weeks ago crashed when I was running a checkdisk and we had a power surge. I managed to recover the partition, but have been having problems since, so I copied all my recovered data and tried a format - right click on drive and format, which failed.

Then I deleted the partition in Computer Management and now it is only showing up as a 2tb GPT.

This all happened in Windows 10 Pro.
Then I booted into Windows 7, tried deleting and creating the partition there, but no luck.

Tried MiniTool Partition Wizard Free, AOMEI Partition Assistant Standard Edition 6.0, and EaseUS Partition Master 11.5 and DiskPart.

In all of the above I tried to deleting the partition, formatting, recreating the partition, but no luck.

Is there anything else I can try to have a 4tb external again?

Solution
So, it seems the only fix this is to actually connect it up to the motherboard itself and adjust it quickly in Computer Management to extend it to the full 4tb and then putting it back into it's enclosure :)
