Laptop will not read USB flash drive

Although my win7 laptop reads usb optical mouse& usb external hard disk & usb connet modem it fails to read USB flash drive!!? the error message driver not installed properly I tried my best to reinstall the mentioned driver but the system reject that . I tried to run windows setup to make use of repair option but there always an error ! any opinion how to force running windows setup through cd rom
 
Solution
No, a backup won't solve the problem. It was to restore in case the fix made things worse.
If I recall correctly, you don't have to boot the win7 CD to get into restore mode, you can just run the setup executable.

To boot it, you could also go into the BIOS (usually DEL on boot) and change the boot order so that the CD comes first. Try both methods and let us know if either works for you.

Thanks for your reply .The problem is present with several USB flashes ,I think it is something related to system, the error message I always receive when ever I insert a usb flash is that the driver is not installed properly The system reject any attempt to re install driver .The corrupted files that causes this problem should be repaired .How could I manage to force reboot from cd rom so as to repair win7 defected files ..?

I made a backup 15 days ago but that wont solve the problem on the contrary it reproduced it . I have got Two solution either to re install a new windows system or to repair the existing one .I decided to repair in an attempt to save my present files & situation .I inserted a windows setup cd in the cd-rom but the setup has never started, I tried F9,F2... etc in vain.... If you have a
methodical solution please give help., otherwise let me go head to execute the other option...with due-respect
