Computer stuck at bios; UEFI recognizes the SSD and HDD

Lately, I've been having a problem with the computer getting past the BIOS. From time to time, I have been successful at getting past by sheer luck and get into OS to actually use the computer. Right now, I think my luck is running out. I was able to access the bios to check the boot priority and the UEFI recognizes and detects (in this order) Windows Boot Manager, my Samsung SSD, and something called HL-DT-ST BD-RE BH16NS. I assume that one is my 4 TB HDD. Right now, the only thing that I can think of is that a SATA cable is malfunctioning and I can't tell which one. Any advice on this would be appreciated.

Mobo: ASROCK Z97M Pro4
Processor: Intel Core i7-4790K CPU @4.00 GHz
RAM: 4 G.Skill memory sticks; 2 of them 4 GB and 2 of them 8 GB each for a total of 24 GB.

Update 1: Okay, now something changed. I looked up on my phone about the POST troubleshooting and unplugged all of the devices connected to my USB ports. I powered it on again and after several seconds, it begins the normal booting process and I could access my OS like normal. I reconnected all of my USB devices and I'm currently using the computer like normal. I haven't turned it off again just yet to test my theory, but could it be possible that unplugging my USB keyboard, mouse, etc. was the solution?

You say it recognizes a device called (HL-DT-ST BD-RE BH16NS) That does not sound like a name it would give for a hard drive, try unplugging all of your usb devices except your keyboard and boot to bios and see if it still recognizes that device name.

Well you said in your update that all is well when you unplug all of your usb devices, your system could be recognizing one of those devices as a boot drive and it would try to boot off of it and would not be able to.

It's possible, but it's been in the USB drives for a long while. Why would these devices I've had for 6 months make my computer get confused now?
