Odd PC network connection issue.

Hi chaps/chapesses,

Experiencing a quirky little problem connecting to the internet. Recently had some trouble with Visual Studio not connecting, which i thought was VS's fault. However i have noticed this is more widespread.
My internet connection itself appears solid. Itunes, skype, chrome, IE, firefox, steam are all happy connected and function normally.
The programs I have found do not work: Kaperspy(which hasn't updated in months which is a serious problem), Visual Studio, Google Earth(or the installer for it anyway, because it cant load the updates), and a couple benching softwares, geekbench and usebenchmark.coms benching software.
I have tried firewall, but that doesn't appear to be the issue, as completely disabling it wouldn't allow the above to run. Neither do I have any odd proxy/VPN rules set up that could interfere with it. Running as admin doesn't effect anything either.

That is bad news, the school IT department will impose whatever restriction they deem necessary. In general, you cannot change ports.

But don't panic, just yet, sites or components of it go down because of congestion, maintenance blah-blah, wait a couple of days and try again. Always good to keep browser updated.
so what browser are you using ? and when you use for example https://www.google.com/earth/ what is the result your browser produces (error message? or just really slow ? ) if it says you cannot open that web page, press windows key + X, then open a cmd screen and type the following command do you get a response from it ? (see example below) ping kh.google.com

I use google chome, and it is neither slow nor produces an error message. The problem came when downloading the desktop variant of google earth. Once the file was downloaded, i ran the install but the installer could not connect to the internet to check updates and whatnot, so failed.

I am currently living in student accommodation, and so i don't have control over the router or the ISP, is there a way to force the programs to use a different port if this is the issue?
