Problems With FX6300 Overclock - Disconnecting USBs, Computer Powers Down on Startup

I recently overclocked my FX-6300 to 4.0 ghz which I heard is a fairly safe overclock. For cooling I am using a coolermaster hyper 212 evo. I am using the default voltage after multiple sources say that you do not need to mess with the voltages with only a 4.0 oc. My build: FX-6300, Gigabyte GA-970A-D3P ATX AM3+/AM3, Sentey 750w PSU, ASUS ROG Strix RX 470. Whenever my system is put under stress, such as first starting a game, or alt tabbing into a multiplayer game, the usbs will turn off then back on. This will also happen sometimes randomly. I have already tried unchecking automatically turn this device off to conserve power in device manager for usb root hubs. In addition to this, while first turning on my computer it will light up then shut down, but if you click the power button again after it boots normally. If this is a voltage issue, would someone be able to tell me what voltage to set it to? as I am not very familiar with overclocking. Thanks in advance.

UPDATE: now when i load up my computer i get Radeon Additional Settings has stopped working with the only option to close the program :(

Essentially i set the frequency multiplier to 20x (4.0ghz) and disabled Cool n Quiet. I just restored it back to defaults and it has seemed to fix everything. My computer boots normally now and i haven't had anything disconnect yet. I still get the Radeon Additional Settings has stopped working message though.

 
Mtiplier overclocking shouldnt affect USB ports in the slightest , there is absolutely no link between the 2 at all.

The double boot when you overclock is normal on a lot of gigabyte 970 boards (it's the dual BIOS kicking in which is a failsafe in case you do something stupid)
You shouldn't have to press the power button again though.
It should boot, beep, turn off , then reboot on its own after 2 seconds.

Set multiplier to 20, leave cool & quiet enabled, disable turbocore, set llc (load line calibration to one setting above standard or auto)

That should do the job.

Sorry for taking so long to get back to you. Thanks for your help but i guess the point is kind of moot. I just picked up an i7 6700k from microcenter and a new motherboard. Hopefully if everything goes well I will have a better computer, if not I guess I come back here. Thanks again for your help
