Low CPU voltage

So I Oced my 6600k to 4.2GHz with a Vcore of 1.250V
I noticed some strange things so I set setting back to normal. Sometimes I experience these lagg issues, especially when watching videos on youtube. Chrome stops responding and after a minute or so, the video turns green while the while everything else on the website works Ok.

My Vcore jumps around 720V when Idle is this normal?
Any solution to youtube issue.
PSU: Corsair RM650x
Mobo z170 Pro gaming (ASUS)
Cooler: Cryorig H5 Ultimate

Do you mean .720V? A reading of 720V would have to be faulty because your processor would pop. If you think something with the previous OC might still be wrong you could set the BIOS back to default by going into the menus and doing it, or use the reset jumpers on the motherboard to set it back to default.
