Looking for a budget graphics card to handle 4k video (and games?)

I was just informed that my 750Ti cannot handle my brand new 4K Samsung 28-inch monitor @ 60hz. I am a little upset because I bought the graphics card just last year.

Can anyone recommend me a budget graphics card that can handle 4K video, HDMI 2.0, and maybe 4K games?

A moderator named Hang_the_9 recommended 1050Ti (which is attractively priced). Also what's the difference between the compact 1050Ti and regular 1050Ti?

P.S. My motherboard only handles PCIe 2.0???!?!?!?

You could probably just get the regular 1050 if you play no games.
as far as pcie 2.0 i would not worry about that it should work fine.

Any 4xx series should handle 4k displays cheapest one i believe is rx460.

ALso you mention 4k games none of these card will be able to run games at 4k you would need at least a gtx 1070 or even gtx 1080.

Thats a pretty good deal as far as gaming it can do 1080p/1440p depending on title.
