Intel i7 3770 (Zalman 9900Max)
EVGA GTX 770
4x G.Skill RipjawX PC3-17000 8GB

Was in Fallout 4 mid game and the PC cut out, black screen, dead. When it rebooted the CPU_LED was illuminated red and it will not get to BIOS. I have checked the 12v motherboard plug with a voltmeter and it appears to be sending 12v from each pin pair. Does this mean its working? Nothing else on the board is illuminated but every other POST light does flash for a fraction of a second when first turning on. I have looked at other posts and it seems to either be a PSU or Motherboard issue. On a slim budget so can't afford to replace it all and need it up and running for work ASAP.

Also, how likely is it to be the CPU that bit the dust? Its been running fine for about 2 years now with no input from me since I built it.

Many thanks in advance.

The best way is to simply swap out the PSU if its suspect with a new one of the same Wattage with Gold Certification. EVGA, Seasonic, Corsair, or Antec are good quality units.
Although there is no guarantee that it is the PSU, being 6 years old, it has served you well.
The CPU_LED and other LEDs will light up during Post momentarily however, if they stay on, this is an indication of an issue. Your CPU_LED coming on and staying on (usually red) is an indication that there's something wrong with the Processor.
Have you made any changes to Bios or added any new hardware lately.?
Its impossible to be definitive as it can be a failing PSU and that would also have to be tested under load.
Best is to swap them out with known working units if you have the spares or get them checked at your local computer store. If both the CPU and PSU check out OK then its more than likely to be the MB.

I haven't changed anything for over a year now regarding internal hardware and that was just adding 2 more RAM sticks. Would it best to buy a new PSU and bench test that? The one I have is hitting 6 years old now and while its served me well it is only a High Power Plus 650.
