At the minute i have an elgato game capture plugged in to my xbox and when im trying to stream my stream is delayed by up to 7 seconds depending on the game, my internet speed is 80 down 20 up and my pc has an i7 6800k 32gb ram nvidia gtx1080 graphics card ??

Streams will always be delayed.
7 seconds is pretty negligible.
Most people purposefully delay their streams so people can't "snipe" them. (watching the streamer to see what they see while they're in the same game)

There's almost certainly a 7 second delay or greater to that though, or he sends the tweet out in advance.
