CPU Overheating, don't know why

My cpu keeps overheating, I've tried re-seating the heat sink, and in my BIOS it says cpu fan is full blast, but the fan sometimes runs and sometimes doesn't (I have it plugged into my motherboard in cpu_fan 1)
 
Solution
It could be a problem with the cpu_fan header itself giving intermittent power to the fan or it could be the fan having an issue with the bearing caked with dust or worn. With the pc off try giving the cpu cooler fan a spin with your finger tip, if it doesn't spin several revolutions easily and instead takes a bit of effort or stops short after a single turn or less then the fan may need replaced.

Hey thanks, I think that might be it, because when I try to spin the fan it doesn't spin freely, whenever I try to spin it if take my finger off it just stops. Does that mean I should replace the fan?

No I don't, there is a cpu_fan 2 slot but that is three pin and the fan I have right now is 4 pin.

If the fan stops immediately when you try to spin it with your finger (pc off, no power to the fan) then you're probably in need of a new fan. A small drop or two of light oil if properly applied might get another couple days out of the fan (oiling the bearing) but given the relatively low price of fans you'll be better off replacing it. It should spin freely.

Is it the stock fan/heatsink? Amd or intel? If it's a stock heatsink and the fan isn't replaceable, you may have to find a replacement aftermarket cooler for it if the warranty is up.
