Solution

It wont bottleneck your system, both cards are great for low-end gaming, but the r9 is a little better perfoming over the GTX 670

Thought it'd be something along them lines.

You'd have to go with either a GTX 1050 or RX 460, both of them cards are really similar, although the GTX 1050 can be arguably better. Either of those cards will probably be better than those you linked.

If you cannot get either the GTX 1050 or RX 460, I think that R9 270 should fit nicely too.

That happens with every GPU, no matter what GPU at least one person will have an issue, think about all these GTX 1070's and 1080's from EVGA catching fire (I think it's EVGA), from a simple manufacturing error.

The reason why I recommended the GTX 1050, it is probably the best card for 720p gaming at the current moment, in my opinion at least, as it is generally made for that purpose.

Do you have a GPU already? Or is it the integrated GPU - Connected directly to the motheboard, that you use?

Alright, depending on which GPU you choose, then you would have to follow it like this: Boot onto Windows using the Integrated GPU (Connections directly onto the motherboard) and uninstall the previous drivers for your Graphics card, restart your PC if needed, then install the GPU drivers for your new card, which card are you thinking of getting now, the R9 270?

http://support.amd.com/en-us/kb-articles/Pages/AMD-Radeon-200-Series-Drivers.aspx

Find that GPU on there and install them drivers for your version of Windows, basically.

It might be a struggle, but I don't see why not.

Your CPU might be a slight bottleneck, but it should do alright if you lower all CPU intensive settings. You may also struggle with only 6GB of DDR3 RAM, you need a minimum of 8GB for GTA V, so it might be really laggy as it cannot get over that.
