That AOC isn't a very god monitor, also the Hyper series is extremely poor value in this scenario.

It looks ok to me. I recommend you to go for the GTX 1050 or GTX1050Ti if your friend can afford it. I've checked the price list from the link you posted and i think at least the 1050 would fit in the 1000$ budget, am i wroing? Will have better performance for the money and newer games with good setting on 1080p won't be a problem at all.
 
You'll want a good 802.11ac wireless adapter.

Chugalug: My friend is using a cheap router he got with his internet plan. I don't have the model number or anything on hand, but I'll look into that. I doubt he'll upgrade it though. He doesn't want to order anything online if possible, but I don't think that'll be a problem. Thanks for the advice. I'll cross check those prices with MSY's tomorrow and see what I can get from there. I'll probably only get him 1x8GB stick of ram for upgrading in the future, but overall this looks like a better build though, thanks!

Chugalug: He needs wireless, just not AC wireless. I haven't had a chance to look at MSY prices for your build or to talk to my friend. I'm about to go to school, so I'll ask him later.

Looking closer at this build, it doesn't have a monitor. That needs to be included into the costs. 1920x1080, 60Hz, 21.5". Can you please recommend another build with this if it's not too much hassle?

I know that a quadcore is preferred with gaming,but the new i3 6100 can hold it's own with gpu's that are for this budget build so something else,

I own this wifi adapter and for just up to "N" so 2,4ghz channel is it al you need and imo very good.
If you insist on a quadcore will that have impact on the gpu performance of the build.As an example and abit over budget,
