Does core 2 quad q9950 exists. I searched every where (even in intel website) I can but I couldn't find any spec of q9950. Why it is not popular?

Can I get significant performance from core 2 quad q9950 than q9650.

Solution
Core 2 Quads are dated, I myself am using a Q8400 overclocked machine, it served me well in the first era of the "new gen games", even holds up rather well on The Witcher 3, but it will bottleneck even a GTX 750 Ti on the upcoming games and current new games and even the performance on Windows, do all you can to get at least an i5 4th gen or even the new Skylake i3 6100, which is what I am aiming for right now, my GTX 950 simply cant run the new games due to the massive CPU limitation I have, even with the overclock.

You will not get much improvement, you could get a lot of improvement if you OC your C2Q to 4.00 GHz and beyond, but that requires custom cooling, a very capable and expensive 775, hard to find and most of the time, used...

One neat site to use of all the comparison sites is CPU world. Not all processors have a benchmark a good many SKUs have benchmarks and most of those can be compared. It is not absolute or anything so take the findings with a grain of salt. More of a useful guide. So roughly you can see what the IPC gains are for comparing processors.
While there is no scoring for the Core 2 Q9650, there is for the Q9550. Here is an example ,now just pulling this out of my hat,
Q9550 vs Athlon ii 640 (usually google search works fine) and you shall come to this within a few results

Dont forget to add 8GB of RAM too. Good luck.

I'm having and G41 motherboard and I think the best processor for it is Q9650. I'm currently having an E5700 and I can't work with it now. I could only play COD MW3 with lowest grahics. I now need better speed with lower cost. Without getting getting a Q9650 is my only option. Isn't it?
Thanks for the reply.

Yes, Q9650 is the top of the line for Core 2 Quads, still powerful processor, but as I said, any newer 4th gen i3 will outperform it, but you can do a lot with that processor, even some gaming.
