Do i need to Replace my Graphics card if i want to play DOta2?

AMD Athlon II x2 250 3.0Ghz processor

10 GB of RAM

Running Win 7 64Bit.

with Graphic Card

ATI Radeon HD 4300/4500


-these are my specs..
but whenever i play DOta2,
my fps doesn't even reach 60fps..

now, do i have to change my graphic card?

i would say the cpu isn't terrible and the gpu is the main problem, this could be fixed by buying a low power gpu such as a 5450 or if you want higher settings then maybe a 710/720/730
 
Play the game on lowest settings AND at the lowest resolution the game and your monitor allow. Check the framerate. That will give you some idea, not perfect but close enough, of how high a framerate you might get with a videocard upgrade. What a better videocard will allow you to do is run that framerate at a higher resolution and at higher settings. For example, if your CPU holds you to 45fps average with your current card at all low settings, a better card will still only get 45fps average but maybe at 1080p and high settings rather than 800x600 and low settings.
